Joint Working Conference in Paris and Joint Statement by the Overseas Chinese Democracy Coalition and the Chinese Democratic Front Regarding China after the Beijing Olympics

On August 15, the Overseas Chinese Democracy Coalition and Chinese Democratic Front held a joint working conference in Paris. Nearly 20 representatives from Europe, America, Asia and Australia were at the meeting and discussing the current situation in China, and also issued a joint statement regarding the following 5 issues.

1. Social Conflict and clash in China

After decades of Chinese Communist dictatorship, the Chinese Communist Party (CCP) has not only continued the political dictatorship and cultural dictatorship of the last 2000 years, but also added economic dictatorship taken from Karl Marx. It fully confined the political, economic, social and cultural lives of the Chinese people and caused Chinese society to come to the edge of full collapse.

They did not give up their dictatorship with the so
called "open policy", but only let it become the best opportunity for corrupt officials and their offspring, which made more than 3,900 "super rich" in China with more than 100,000,000 Yuan each of net worth. Within these thousands, 90% are high level officials. In China, 0.4% of the people forcefully occupied more than 70% of the property of the country, while average citizens fell prey to this "reform". The United Nations defined the minimum poverty line to be US$1 per day per person, yet there are more than 80 million people in China who have less than US$0.50 per day. These people do not have any living security. Most people in China do not have real health insurance and safeguard of aging.

With this kind of extreme unfairness and lack of safeguard in the society, there is of course extremely severe social conflict. Yet, for the sake of its own interests, the CCP government has not tried to relieve the social conflict and develop understanding with the people.
Instead it has taken violent means to suppress the people and arrest the lawyers, journalists, and representatives for the workers and peasants who act and plead for the people. This kind of high pressure politics for sure will cause social conflict, and thus produce endless protests as well as vicious actions of terrorism. Thus, the root source of social turmoil is not the average citizens, but this dictatorial government. If China does not walk towards democracy, then this country will not have peace, its people will not get peace, and instead China will walk towards the nightmare of the explosion of a collective social crisis.

2. Human Rights Without Borders

Whether you are living inside China or overseas, to care about the Chinese people is the right and duty of every Chinese. Due to the cruelty of the persecution against the Jewish people during Hitler's Nazi time, the United Nations established after World War II put human rights in the form of international laws: that any country has its right and duty to care about the human rights of the people of other countries, and any country has its own responsibility to receive the supervision from other countries and their people on the issue of human rights.

The People's Republic of China voluntarily asked to join the United Nations, so naturally should take the spirit of the modern international law, which puts human rights above the sovereign rights. So the Chinese government has no reason to interfere with, or even to refuse the whole world caring about the Chinese people, as well as monitoring and supervising the human rights conditions in China. For this reason, we are calling for all the Chinese people both inside and outside China, to mobilize people of the whole world
to care for the Chinese people, to condemn the suppression of the Chinese people by the Communist dictatorial regime, to guarantee the most basic living rights of the Chinese people, and especially to condemn the Chinese
government's brutal persecution and ruthless suppression against the lawyers, journalists, and representatives for the workers and peasants who act and plead for the people.

3. People Have the Right of Petitioning

People have the right and freedom of express their will; this is the basic right endowed to every Chinese citizen by the constitution of the People's Republic of China.

The 1989 democracy movement in China 19 years ago, was due to the extreme social unfairness (corruption) and lack of a social safety net (high inflation). The protest was all over China. In Beijing, there were over 3 million people protesting on the streets. Students were on hunger strikes to oppose the corruptive dictatorial government with their lives. The whole demonstration was rational and non-violent within the boundaries permitted by the constitution, yet, the Chinese Communist regime dared to take the heinous criminal route of brazenly employing military and tanks for a bloody suppression of the peaceful people without weapons.

The June 4 massacre has shocked and awoken the world. It induced the tremendous change in Eastern Europe. By then, the dictatorial governments of Eastern Europe (except Romania) would not dare to follow the notorious foot steps of the Beijing regime, but had to give up their violent means. Thus peaceful revolutions without shedding a drop of blood were successfully accomplished.

Nearly 20 years have passed, and the Chinese Communist government has tried its hardest to escape this crime. From Deng XiaoPing to Li Peng, they all tried to find excuses to shirk their own historic crime. But history will not forget, we the Chinese, both overseas and inside China, as well as people of the world will not forget this historic tragedy. We would never accept the lightly put word of "redress" used for the crimes during the "Anti-rightist Movement" and "the Great Cultural Revolution" by the Chinese Communist government. The June 4 massacre was the most naked and direct crime against the Chinese people collectively conducted by the Chinese Communist Government during its more than half century long series of crimes against the Chinese people. We strongly request to investigate and publicize all the behind scenes truth about the June 4 massacre, to determine who were the prime culprits, who were the accessories to the crime.

During the nearly 20 years since June 4 massacre, we have used various ways to mourn our massacred compatriots, and support the victims' families (mainly represented by the TianAnMen Mothers) petitioning to the Chinese Communist government as well as bringing them to justice.
Meanwhile, we will not forget that there are at least 170 people who are still in jail due to the 1989 democracy movement and June 4 massacre. We care about each of them. Our hearts and our fates are associated with them. They have spent almost 20 years in the darkest jails in China, and we have been pleading for them for almost 20 years.

As the 20th anniversary of June 4 massacre is approaching, we are calling to all the Chinese and people who care about China to strongly demand the Chinese government to immediately release all the prisoners related to June 4, both from humanitarian concerns and human rights concerns.

4. People Have Their Right to Resist

The Chinese Communist Government cruelly suppresses the people and represses dissidents without leaving people room to defend their basic rights, even using the violent way of "demolition" to take away people's property and space to live. Even the most peaceful nation will not be able to tolerate persecution of such grade. Thus, after the Chinese government put down the peaceful and rational means during the 1989 democracy movement, it is the government forces people to revolt, to more violent means. Incidents such as Yang Jia's killing of policemen, the killing of foreign tourists at Beijing's Drum Tower during the Olympic Games, and GuiZhou WengAn's resistance against violence, have been happening all the times. Although we are calling the people to try their best to hold their anger, to take the peaceful and non-violent ways to petition, to plea to the government, we should see that under the extreme violence of the government, people have the rights of revolt, which is a basic human right recognized by the whole world. The historic heroes consistently praised by the Chinese Communism itself, from the Chen Sheng and Wu Guang Revolt, Huang Jin Revolt, and TaiPing Heavenly Kingdom, etc. were all people's revolts after the people could not tolerate tyranny anymore.

Therefore, if the Chinese Communist Party must maintain its tyranny - as a matter of fact, its tyranny in the political, economic and cultural terms already surpasses all the other tyrannies in the history of China, as well as the world - then it will not be able to avoid its people's tendency of violence in response to the violence.
This kind of social violence, which is directly targeted at the Chinese Communist government, is one side of the natural consequence of the Communist Party's own to blame, but on the other side it indeed a cause of social terror and social turmoil. Therefore we are hereby sternly warning the Chinese Communist Party to rein in at the last moment, face people's desires squarely, follow the demands of the people, and guarantee the very basic living rights of the people! Do not coerce the people to get on the road of violence against violence without a return.

5. Ethnic Group Issue

Ethnicity is a concept of culture, while country is a concept of politics. According to the historic lesson of Europe from more than one thousand years, there was the concept of "ethnic country" from the 16th century that suggested one ethnic group to be one country, in an effort to avoid ethnic conflict due to different language, different culture and different religion. Only due to historic reasons, China has been a country of multiple ethnic groups. However, under the principle frame of democracy and human rights, different ethnic groups should be able to live harmonically. The united Europe is the voluntary unification of different ethnic groups and different countries under such a principle of democracy and human rights, and each ethnic group has been living together very harmonically.

However, under the dictatorial rules of the Chinese
Communist government, not only the Han Chinese is suffering deeply, but also all the other ethnic groups. On one hand, the Chinese Communist Party treats Tibet, XingJiang, and Inner Mongolia as territorial China; on the other hand, it does not treat people of those areas as Chinese, but as second grade citizens. Chinese Communists do not respect the different cultures and religions of different ethnic groups. So, just like it uses "city registration" to make peasants the second grade citizens to the city dwellers, so the minority groups are suffering even more than the Han Chinese. The treatment has severely damaged the relationship between the Han Chinese and the other minority groups. Thus, just like we fully comprehend the Han Chinese's resentment to the Chinese Communist tyranny, we fully comprehend the minority group's desire to cast out the Communist tyranny. The fact is that the people of the world are resentful to the Communist tyranny. After half a century of the persecution by the Communist tyranny, East Europe finally abolished the Communist tyranny with peaceful revolution.

We shall also see that the fate of the Chinese minority groups is closely tied to the fate of the Han Chinese. As long as the Chinese Communist dictatorial government continues, the social conflict will be more and more fierce in both Han Chinese areas and ethnic minority group regions. Thus, various groups will not only have a geographic relationship like teeth and lips, but also be have their fate to be bound by a common cause. Only when China realizes democracy and human rights, and the people become the true masters of this land, all the social conflicts, includes conflicts of the ethnic groups, will be resolved to the satisfaction of the people, all the people will be living together harmonically. For this we are appealing to all the people of ethnic groups to unite together, to support each other, to cooperate together to overthrow the tyranny, in an effort to truly realize a big reconciliation within all the ethnic groups, in an effort to create a beautiful future for all the people of all the ethnic groups.
