Cisl is an organisation of industrial or craft union structures, based upon non-denominational, non-partisan and non-ideological values and principles, representing workers from all different sectors (agriculture, industry, public sector and services) as well as pensioners.

Cisl doesn't therefore act on behalf of employed workers alone. It tries to develop a series of policies to suit the wide range of needs of those who either have an irregular or marginal role in the labour market (homeworking, "informal" or undeclared employment, etc.) or are excluded from it (the unemployed, many young or old people, women, disabled, etc.).
